{"id":732,"date":"2025-11-30T19:11:14","date_gmt":"2025-12-01T01:11:14","guid":{"rendered":"https:\/\/cespad.org.hn\/pje\/?p=732"},"modified":"2025-11-30T19:12:57","modified_gmt":"2025-12-01T01:12:57","slug":"comunicado-3-cierre-de-votacion-y-transicion-al-escrutinio","status":"publish","type":"post","link":"https:\/\/cespad.org.hn\/pje\/comunicado-3-cierre-de-votacion-y-transicion-al-escrutinio\/","title":{"rendered":"Comunicado #3: Cierre de votaci\u00f3n y transici\u00f3n al escrutinio"},"content":{"rendered":"<p>La misi\u00f3n de observaci\u00f3n electoral del CESPAD, implementada en alianza con Global Exchange y la Plataforma Juvenil Electoral, informa que al momento de este corte la fase de cierre de la votaci\u00f3n se ha desarrollado conforme a los lineamientos establecidos en la Ley Electoral de Honduras y en el Instructivo oficial para Juntas Receptoras de Votos (JRV) del Consejo Nacional Electoral (CNE).<\/p>\n<p>Los equipos de observaci\u00f3n reportan que en las JRV observadas, el cierre de la votaci\u00f3n el 36.54% se anunci\u00f3 p\u00fablicamente a las 5:00 p.m., cumpliendo con la obligaci\u00f3n legal de comunicarlo de manera clara y abierta. Asimismo, en los casos en que a\u00fan hab\u00eda ciudadanos en fila a la hora del cierre se garantiz\u00f3 su derecho a ejercer el sufragio, tal como lo ordena la normativa para asegurar que ninguna persona quede privada de votar si ya se encontraba presente en el centro.<\/p>\n<p>De igual forma, se constat\u00f3 que, cuando existieron condiciones de fuerza mayor debidamente justificadas, el 63.5% de las JRV aplicaron la pr\u00f3rroga hasta las 6:00 p.m., una medida excepcional que solo puede adoptarse por decisi\u00f3n un\u00e1nime de sus miembros. Destacamos como positiva la exhortaci\u00f3n realizada por el CNE en su comunicado 049-2025 para garantizar el ejercicio del sufragio a toda la ciudadan\u00eda. La claridad en el cierre, la protecci\u00f3n del derecho al voto a todos los ciudadanos y la correcta activaci\u00f3n de la pr\u00f3rroga son pr\u00e1cticas que refuerzan la confianza p\u00fablica y evitan controversias posteriores sobre la validez de la jornada.<\/p>\n<p>Estos elementos evidencian que la transici\u00f3n entre la fase de votaci\u00f3n y el inicio del escrutinio se est\u00e1 llevando a cabo bajo los principios de legalidad, continuidad del proceso electoral y garant\u00eda plena del sufragio condiciones esenciales para la legitimidad democr\u00e1tica y la validez de los resultados.<\/p>\n<p>En este contexto, recordamos que el escrutinio p\u00fablico es un acto ciudadano, un espacio donde la transparencia se materializa ante la presencia de los actores pol\u00edticos, la ciudadan\u00eda y las misiones de observaci\u00f3n. Por esto, recomendamos:<\/p>\n<ol>\n<li>A las JRV a desarrollar sus funciones con apego t\u00e9cnico y responsable al procedimiento de escrutinio, consultando el instructivo en caso de duda. La aplicaci\u00f3n rigurosa de estos criterios es guardar el principio de certeza electoral y el valor jur\u00eddico de cada acta.<\/li>\n<li>A la Polic\u00eda Nacional y Fuerzas Armadas asignadas a los centros de votaci\u00f3n a garantizar la seguridad, la libre circulaci\u00f3n de las personas y la protecci\u00f3n del material electoral.
